NMVTIS Reports: What to Check and How to Find an Approved Provider
What NMVTIS Is and Why US Title Data Matters
NMVTIS — the National Motor Vehicle Title Information System — is a US federal database of vehicle title information, overseen by the Bureau of Justice Assistance within the US Department of Justice and operated by the American Association of Motor Vehicle Administrators (AAMVA). It combines state titling data with insurer and salvage-operator reports to fight title fraud.
For UAE buyers, much of the region's used-car stock arrived as US imports through salvage auctions. NMVTIS is the authoritative record of what happened before those cars left America — whether the VIN carries a salvage, flood, lemon or rebuilt brand no UAE record will ever show.
What to Check on an NMVTIS Report: the Five Fields That Matter
Current title state and title history
Check where the car was last titled and how the title moved between states. Frequent state-hopping signals title washing — a branded title retitled where the brand is not recognized. Read the dated sequence, not just the current entry.
Title brands — and why state definitions matter
The report shows state-applied brands: salvage, flood, rebuilt, lemon, junk, reconstructed — the highest-value section. But definitions vary by US state, so check the branding state's label definitions. See clean, salvage and rebuilt titles: what buyers should check.
Odometer readings
NMVTIS carries the most recent odometer reading in the title record. Compare it against the dashboard and UAE export documents. A higher US-title reading, or readings that jump between title events, signals possible rollback — see our guide to spotting odometer fraud before buying a used car in the UAE.
Total-loss declarations by insurers
Since March 31, 2009, insurers must by law report vehicles they determine a total loss — revealing write-offs the seller may omit. A total-loss record paired with a clean-looking current title should stop a purchase.
Junk and salvage yard reports
Auto recyclers and junk/salvage yards report the vehicles they handle. If the car passed through a US salvage facility, it shows here.
What an NMVTIS Report Does Not Contain
NMVTIS has no owner or lien holder information and no repair history — it says a car was branded salvage, not what the body shop did. It is US-only: a clean report says nothing about the car's UAE chapter — RTA accidents, Dubai insurance write-offs, local odometer readings. Use it for the American chapter; UAE records for the Emirati one. See how to cross-check a car's title against its VIN.
How to Find an Approved Provider: the Official Steps
The DOJ does not sell reports directly; you buy them from Approved NMVTIS Data Providers:
- Go to vehiclehistory.gov, the DOJ's official NMVTIS consumer page ("Research Vehicle History").
- Find the official list of Approved NMVTIS Data Providers, linked to their websites.
- Note the extra provider-owned websites listed beneath each parent provider.
- Choose a provider from this list — never from a search engine.
- Enter the full 17-character VIN exactly as stamped on the car.
- Pay the provider's own fee and read the results with the consumer access disclaimer.
The list changes, so the DOJ page is the only one to trust.
Why an NMVTIS Report Matters When Buying a US-Import Car in the UAE
Much of the UAE's affordable used-car stock crossed the Atlantic through US salvage auctions. By the time a car reaches a Dubai lot, its American title brands — salvage, flood, lemon — have vanished from the paperwork. The RTA registers cars that pass inspection; it will not reveal a flood total-loss in Texas three years ago. Whether a Ford, Chevrolet or Jeep: decode the VIN, then check the US title record before negotiating.

An NMVTIS report is the authoritative US record of a vehicle's title life — title history, state brands, odometer readings, total-loss declarations and salvage handling — available only through the Approved NMVTIS Data Providers on the DOJ's vehiclehistory.gov page. For UAE buyers of US imports, it fills the gap local records cannot. Decode the VIN first, buy the report second.
